Public Offer (Offer Agreement)

This Public Offer (the "Offer") constitutes an official proposal by the Seller — the company operating the website allover.art (hereinafter "allover.art," "we," "us") — to enter into a sales agreement with any individual or legal entity (the "Customer," "you") for the purchase of goods (the "Goods") presented on the website, on the terms set out below.
Full and unconditional acceptance of this Offer is the placement of an order on allover.art and its payment by the Customer. From the moment of acceptance, an agreement between the Seller and the Customer is deemed concluded on the terms of this Offer.
1. Order Placement and Payment Methods
1.1. How to place an order
- Browse the catalog at allover.art and select an item.
- Choose size and quantity.
- Add the item to your cart.
- On checkout, provide contact information and shipping address.
- Confirm the order. You will be redirected to our payment provider's secure page to complete payment.
1.2. Accepted payment methods
Card details are always entered on the payment provider's secure page, never on allover.art. Which provider handles your payment depends on where you are:
- International orders — processed by Stripe. Visa, Mastercard, American Express, Apple Pay, Google Pay, Link, Amazon Pay.
- Orders inside Uzbekistan — processed in soum by Octobank. Visa, Mastercard, UZCARD, HUMO.
allover.art does not store full card data. Card details are handled directly by the payment provider in compliance with PCI-DSS standards. See Payment Security.
1.3. Payment confirmation
Once payment is successfully processed, you will receive an email confirmation. Production of your item begins automatically after payment confirmation. If payment cannot be confirmed, the order is placed on hold and our support team will contact you within one business day.
1.4. Prices and currency
Prices on the website are displayed in USD by default. When paying with a card in another currency, conversion is performed by the issuing bank at the rate on the date of payment. For orders delivered to the United States, import duties are prepaid by the Seller and are already included in the price shown at checkout. For all other destinations, prices do not include import duties or taxes charged by the destination country — see section 3.3.
2. Returns, Cancellations, and Refunds (including Reversal of Card Operations)
2.1. Made-to-order production
All allover.art items are made to order. The Goods are not held in stock prior to the placement of an order by the Customer. For this reason, standard 14-day return rights for goods of proper quality, manufactured to individual order, do not apply under applicable consumer-protection legislation.
This exemption is grounded in Article 16(c) of the EU Consumer Rights Directive 2011/83/EU, which excludes the right of withdrawal for goods made to consumer specifications or clearly personalised. Similar exemptions apply in many other jurisdictions.
2.2. Returns due to product defects
The Customer is entitled to return, replacement, or refund if the Goods exhibit one of the following defects:
- Print defect: misalignment, color shift, visible registration error.
- Manufacturing defect: incorrect size, errors in cut or stitching.
- Damage in transit.
- Material defect: holes, uneven dyeing, loose seams.
2.3. How to claim a return
- Within 14 calendar days of receiving the Goods, email hello@allover.art.
- Include your order number and 2–3 clear photos of the defect.
- We will review your claim within 48 business hours and offer either remake or refund.
You do not need to ship the defective Goods back — keep or donate the defective piece.
2.4. Reversal of card operations and refunds
Upon confirmation of a refund:
- Refund is issued via the same method used for payment.
- Refund to the bank card is initiated within 3 business days after our confirmation.
- Time for the refund to appear on the Customer's card depends on the issuing bank and typically ranges from 3 to 30 business days.
- If the Goods have not yet entered production (order canceled before production), full refund is processed automatically within 24 hours.
2.5. Size exchanges
If the Customer ordered the wrong size, we offer a partial replacement service: a new unit of Goods is produced at half the price plus shipping. Requests are accepted within 14 calendar days of receiving the Goods.

3. Delivery Terms
3.1. Production time
- Production: 2~7 business days from confirmed payment. Every piece is printed to order, so nothing ships from stock.
3.2. Shipping method and delivery times
Orders are shipped by standard international post (Uzbekistan Post) with tracking where the carrier supports it.
Express delivery (DHL) is available on request. Contact hello@allover.art before or right after placing your order and we will quote the surcharge for your destination.
The times below are total time from order to the Customer's door and already include production:

Shipping cost is shown at checkout and depends on destination and order value.
The tracking number is sent to the Customer's email when the package is handed to the carrier. Orders can also be viewed in the Customer's account.
3.3. Customs duties and taxes
Goods are produced in Uzbekistan and shipped directly to the Customer from Uzbekistan.
For orders delivered to the United States, import duties are prepaid by the Seller and are already included in the price shown at checkout. Nothing is collected from the Customer on delivery.
For all other destinations, prices do not include import duties, import VAT, or other taxes charged by the Customer's country of import. Where such charges apply, they are assessed by the local customs authority and are the responsibility of the Customer, paid in accordance with local legislation.

4. Card Payment Security Measures
4.1. Payment protection technologies
All payments on allover.art are protected by the following technologies and standards:
- PCI-DSS. Card payments are processed by our acquiring partner Octo, compliant with payment card data security standards.
- TLS encryption. All connections to the website are protected by modern TLS — card data is transmitted via secure channel.
- Tokenization. allover.art never receives or stores the full card number, expiry date or CVV. We store a masked card number (the first six and last four digits) and the transaction ID.
- Anti-fraud monitoring. Transactions are screened by the payment provider's fraud-detection systems — suspicious operations may be declined or flagged for manual review.
4.2. What we do for Customer security
- We never request full card data via phone, email, or chat.
- Card data is never shared with third parties except our acquiring partner.
- Multi-factor authentication is enforced for administrative access.
- Role-based access control: customer data is accessible only to staff who need it for their duties.
4.3. What the Customer should do
- Use a strong, unique password for the account.
- Never share card data or password with third parties.
- If unauthorized access is suspected — report immediately to security@allover.art and contact the issuing bank to block the card.

5. Privacy Policy
allover.art respects Customer privacy and processes personal data in accordance with applicable legislation, including:
- Personal Data Law of the Republic of Uzbekistan.
- General Data Protection Regulation (GDPR) — for Customers in the EU and UK.
- California Consumer Privacy Act (CCPA) — for Customers in the United States (California).
5.1. Data we collect
- Name, email, and phone number.
- Shipping address.
- Order parameters (size, quantity, selected items).
- Payment data (only a reference to the transaction — full card data is processed only by the payment provider).
- Technical data: IP address, browser and device type, country (by IP), pages visited.
5.2. How we use the data
- To fulfill the agreement (order placement, production, delivery).
- To communicate with the Customer (confirmations, notifications, support).
- For marketing communications (only with consent — unsubscribe at any time).
- To comply with legal and tax obligations.
5.3. Who we share data with
We do not sell your personal data. We share data with third parties only in strictly limited scope:
- Payment provider — to process payment.
- Shipping carriers — only address and name for delivery.
- Hosting providers — for technical operation of the website.
- Government authorities — pursuant to mandatory legal requests.
5.4. Retention periods
- Account and order data: as long as the account is active, plus 7 years after the last transaction — to comply with tax requirements.
- Marketing subscriptions: until unsubscribe + 30 days.
- Support correspondence: up to 3 years after case closure.
5.5. Your rights
You have the right to:
- Access your data.
- Correct inaccurate data.
- Erasure (the "right to be forgotten").
- Receive your data in a machine-readable format (data portability).
- Withdraw previously given consent for processing.

7. Changes to this Offer
allover.art reserves the right to modify this Offer unilaterally. The current version of the Offer is published at allover.art/info/public-offer. Changes take effect from the moment of publication. Continued use of the website after publication of changes constitutes the Customer's acceptance of the new version of the Offer.
8. Governing Law and Disputes
This Offer is governed by the laws of the country of registration of the Seller. All disputes arising from the relations governed by this Offer shall be resolved through negotiations. If a settlement cannot be reached, the dispute is referred to the competent court at the place of registration of the Seller, subject to the mandatory consumer-protection rules of the Customer's country.
